		<description>Being an end user trapped in a programmers body, I wanna feel your pain but officially can&#039;t. It is somehow the end users problem, any good programmer could tell you that. I am guessing if you shortchanged a payment by 400 cents, you&#039;d get a penalty, late fees, and of course a $4 check. :D</description>
